Philadelphia man held over young girl kidnap attempt

Philadelphia police have arrested a man allegedly shown on CCTV footage attempting to kidnap a 10-year-old girl in the US city.

Carlos Figueroa-Fagot, 33, turned himself into police at around midnight (04:00 GMT) on Thursday.
The video footage was made public on Wednesday and city officials held a news conference to announce a $10,000 (£6,300) reward for his capture.
Philadelphia's mayor vowed to remove the suspect from the streets.
"I want this creep off our streets immediately," Mayor Michael Nutter said at a Wednesday news conference.
After that, police Capt John Darby told reporters on Thursday, Mr Figueroa-Fagot felt "he could not walk, talk or breathe out there on the streets".
He was charged with several serious crimes, including attempted kidnapping. Capt Darby said Mr Figueroa-Fagot had "prior contact with police".
Brother's screams Video from two surveillance cameras showed a man pulling up in a white car on a street where the 10-year-old and her two-year-old brother were walking.
He then got out and attempted to pick her up and carry her away. The girl struggled and eventually the man dropped her and ran away.
The video was posted on the Philadelphia Police Department's YouTube page on Wednesday.
Cpt Darby told the Philadelphia Daily News that the girl told police her brother screamed "louder than anything she's ever heard before" and that helped to scare the man off.
Before news of the suspect's arrest, neighbours told a local news station that they were worried for children in the area when the potential abductor was still on the loose.
"It's making people nervous, making people think that they can't bring their kids outside, you know, and let them play outside by themselves, and that's not right," Kathleen McDowell said.
